The Exemption Letter is an official statement issued by experts of the notified body, which confirms that goods are not subject to compulsory GOST, TR certification, or EAC certification according to the technical regulations of the Eurasian Economic Union – TR EAEU.
This certificate is required, in particular, when product classifications are very complex and there is no clarity as to whether the product is subject to the certification obligation or not. Moreover, an exemption letter may be required for import into the customs territory of Russia by customs officials.
The exemption letters differ from GOST and EAC certificates that they are not printed on a continuous numbered form, but on a simple sheet of paper and are sealed with a round blue stamp.
There are following types of exemption letters:
Exemption letter for customs
An exemption customs letter: it is necessary for the export of goods to Russia , if the products are not subject to the obligatory GOST and EAC certification.
An exemption Letter for customs is an official response from the notified body certifying that the imported goods are not a part of products subject to compulsory certification.
Exemption Letter is necessary in cases where a clear HS classification of goods is problematic. In this case, an exemption letter must be provided by the "VNIIS".
Exemption letter for trade
A Exemption letter for the trading of products which are not subject to compulsory certification: An exemption letter is necessary for the distribution of goods on the Russian market and must be presented upon request of the control authorities or customers.
Exemption letter for fire protection
In addition to the exemption letter already mentioned, there is also an exemption letter for fire protection: this is an official confirmation that the imported goods are not subject to compulsory fire protection certification.
This type of exemption letter is necessary for import into the customs territory of the Russian Federation and the sale of goods which have already been imported.
The following documents are required for the application for the exemption letter:
- application
- information about the manufacturer and his address
- detailed product description
- customs tariff number
- a copy of the purchase agreement
- a copy of invoice, freight note etc.
The exemption letter is valid for one year or until the entry into force of the relevant technical regulations for the products.
An unlimited number of products can be entered into an exemption letter.
Delivery of documentation

Terms and costs of exemption letters
The terms and the costs associated with an exemption letter application, depend on several different factors, such as the classification of product, any required laboratory checks and complexity of all examinations. As such the exact conditions of the certification are always determined individually based on the required documentation.
