EAC certification of agricultural equipment

Agricultural equipment, such as forestry vehicles, trailers and their components shall first proof their conformity with the technical regulations of the EAEU before they can be placed on the russian market or the market of the EAEU.
There are two kinds of conformity assessment - the EAC certification and the EAC declaration.

Legal Framework

There are two technical regulations, that are crucial for the EAC conformity assessment of agricultural equipment:

  1. TR CU 031/2012 On safety of agricultural or forestry operation vehicles and trailers
  2. TR CU 010/2011 On safety of machinery and equipment

Agricultural equipment which is subject to TR CU 010/2011 is listed in the Supplement 3 to the technical regulation, for example small horticultural and forestry equipment, machines for livestock, poultry farming and feed production. These agricultural machines underly obligatory EAC Certification. For industrial tractors only the EAC Declaration is possible.

TR CU 031/2012 applies to wheeled agricultural and forestry tractors and their trailers, regardless of their country of origin, as well as their components. This technical document stipulates only the EAC Certification.

EAC certification according to TR CU 031/2012

TR CU 031/2012 regulates the EAC certification for forestry tractors, trailers and their components. There are three different proccedure (1c, 3c, 4c) for the conformity assessment.

EAC certification schemes

Scheme Description
1C is intended for series production. The EAC certificate is issued for a maximum of 5 years. In this case, samples are to be tested and a manufacturing audit is to be carried out. The EAC certificate is issued on the basis of the test report, examination of technical documents and results of the audit.

An inspection control must also be carried out every year.
3C is intended for a batch delivery. In this case, samples are also to be tested.
4C is intended for a single delivery. In this case, samples are also to be tested.

In Supplement 2 to TR CU 031/2012 there are additional safety requirements for certain groups of agricultural equipment. The following requirements are mandatory:

  • visibility and accessibility of machine controls
  • steering system: reduced effort on the steering wheel or control levers
  • engine start: impossibility of arbitrary movement of the machine
  • driver protection if the vehicle has a sprayer
  • processes of reducing speed, stopping, braking and keeping stationary in order to ensure safety stipulated by operational manuals, load level, speed of movement

EAC certification according to TR CU 010/2011

Subject to the mandatory EAC certification are all kind of agricultural equipment, such as forestry tractors, machinery for animal farming and animal feed etc.

For an EAC certification the certification body conducts all tests by himself. The applicant must only provide the samples and the required documentations.
There are certain EAC certification procedures, defined by the TR CU 010/2011 On safety of machinery and equipment.

EAC declaration according to TR CU 010/2011

The EAC declaration as a type of conformity assessment applies only to industrial tractors. Detailed prescriptions can be found in art. 9 TR CU 010/2011 On safety of machinery and equipment. There are the followwing declaration procedures:

5D is intended for tractors that are used in hazardous production facilities.
6D can be used in series production if the producer has a quality management system certified in the EAEU.

In case of an EAC declaration the applicant must carry out all tests in an accredited laboratory by himself and subsequently send all necessary documentations to the certification body.

The supporting documents must be submitted in Russian or in the official language of the member state of the customs union. The accompanying documents include:

  • technical description and documentation
  • design documents (drawings and diagrams)
  • instruction manual

  • delivery contract

Authorized representative

Authorized representative The manufacturer, which is not established in one of the Member States of the Eurasian Economic Union, is not entitled to apply for any EAC conformity certificate.
In accordance with applicable law and in accordance with the technical regulations of the Eurasian Economic Union, only an entrepreneur residing in the territory of the Customs Union may be designated as an authorized representative.
In order to get the conformity certificate, the foreign manufacturer must appoint an authorized representative in one of the countries of the Eurasian Economic Union. He represents the interests in the certifying bodies of the Eurasian Economic Union regarding the safety and quality of products and compliance with technical regulations. EAC marking

EAC Certification of agricultural equipment

The products declared according to technical regulations of the Eurasian Economic Union must be marked with the EAC conformity mark before placing on the market. The conformity mark shall be affixed to each unit and (or) shipping documents. The marking must be carried out in such a way that it is easily recognizable and legible throughout the entire shelf life of the product. Appropriate marking may only be made if the corresponding production meets the requirements of all relevant technical regulations.

Period of validity of EAC conformity assessment certificates for agricultural equipment

The validity period of the EAC certificate or EAC declaration for agricultural equipment differs depending on the applied technical regulations, the selected scheme, the type of production (serial production, individual delivery, etc.) and equipment and ranges on average from one to 5 years. Those parameters are determined in the respective technical regulation.

Duration and costs for EAC certification

The duration and costs associated with an EAC certificate application for agricultural equipment depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification are always determined individually based on the required documentation.
